Abstract (English):
The situation in the country and the power industry after the collapse of the Soviet Union was considered. It is shown that the ongoing reform of the power industry did not produce the expected results. In Russia, there is a mixture of various forms of government. This causes many problems in the power industry. Centralized management of the entire economy is being strengthened, with a gradual return to socialist form.
